Character creator
You build the boss after the prologue. A triangle sets fat, skinny, and muscular, and the default is 50 on each. Eight presets ship with the game. Downloads and uploads needed a network connection and could not cross platforms. My Steelport is gone, so do not expect the share button to work.
Editing later
Image As Designed charges $500 to reopen the sculpt. That is the in-game answer to “can you edit your character.” Lipstick that does not show up is a search I cannot reproduce from a written bug report, so I am not listing a fix. Preset downloads of CJ, 2B, or Sonic are community videos, collected on the presets page, not official thumbnails.
The seven voice actors are on the cast page. Choosing a voice is part of this creator and does not change the mission script.

Can I edit the boss later?
Yes. Image As Designed, $500.
Can I still download a shared character?
The share service My Steelport closed on 31 Jan 2018. I would not promise a working download.
